Short answer — yes, but plan for it. Underwater, everyone speaks the same language (hand signals); on the surface, English support is concentrated in Jeju and Busan, thin elsewhere. Verification levels: shop English-support figures are our own dataset (dive-shop notes, primary); emergency numbers, the 1330 helpline and disaster apps are official (Korea Tourism Organization / Ministry of the Interior and Safety); translation-app and "general practice" tips are aggregated (🟡) unless noted. 1. The reality check (현황 한눈에) [level: primary — our dataset]

Underwater, scuba is a language-independent activity: certified divers worldwide use the same standardized hand signals (OK, problem, out of air, up, down, low on air, safety stop). The language barrier in Korea is therefore almost entirely a surface problem — booking, the pre-dive briefing, paperwork, and emergencies — not an in-water one. Separately, 23 shops are tagged foreigner_friendly: true and only 2 false (the rest unrecorded). Treat null as "unknown," not "no" — many smaller East/South/West Sea shops simply have not been surveyed for English support yet.

⚠️ Data caveat: 30 of 80 shops have no English-support value recorded and ~57 have no foreigner_friendly value. Absence of data ≠ absence of English. When in doubt, message the shop first (see §4–§5).

Practical takeaway: if English support is your top priority, dive Jeju (Seogwipo) or Busan. Everywhere else, assume Korean-first service and prepare accordingly (translation app + advance messaging + platform booking — see topic-booking).

4. Translation apps — your essential dive buddy (번역 앱) [level: aggregated 🟡 / app stores official]

Download before you arrive and download offline language packs — many dive ports (East Sea, Ulleungdo, West Sea islets) have patchy coverage offshore (see topic-logistics §5 connectivity).

Papago (네이버 파파고) — recommended for Korean

  • Offline translation via downloadable language packs; handwriting input; website translation.

  • Far more languages; camera, voice, conversation, and offline packs as well. Strong if Korean isn't your only barrier (e.g., Japanese/Chinese boat crew). Pair it with Papago and cross-check important phrases. [aggregated]

Diver's tip: pre-save a small phrasebook (Papago "favorites" / a notes file) with the §6 booking and §7 emergency phrases so you can show the screen instantly without typing underwater-cold fingers.
